The Money and Pensions Service (MaPS) Pension Dashboard Programme (PDP) Team is hiring a Digital Programme Analyst to support the Lead Agile Programme Manager. This role involves working across multiple workstreams as part of an integrated programme of delivery. It is ideal for a candidate whose project and delivery management skills are still developing.

Here is an insight to the Pensions Dashboard Programme:

Pensions dashboards will enable people to access key information about all of their UK pensions, private and State, in one place online, revolutionising how people engage with their pensions throughout their lives. Enabling the delivery of pensions dashboards will require up to 52m adults in the UK to be connected with up to around 43,000 pension providers and schemes to search for their pensions.

Development work by industry has already taken place, as a concept. The goal is now to turn it into a delivery solution for the benefit of UK citizens. MaPS has created a PDP which will be responsible for delivering the digital architecture and governance framework that will allow multiple parties to be connected as part of the pension’s dashboards ecosystem. This hugely significant development has the potential to improve the financial wellbeing of millions of people.

The programme is comprised of an Industry Steering Group and a supporting Programme team within MaPS. The Programme is working in close partnership with DWP, TPR and FCA who all have related delivery responsibilities. Industry has had, and will continue to have, a crucial role to play in designing and developing the necessary components to make pensions dashboards possible.

As the role holder, to deliver the service outcomes for the public, you will:

  • Be responsible for completing programme deliverables, including assisting with plans, risks, issues and other governance within the digital programme.
  • Collate, analyse and use a range of relevant, credible information from internal and external sources to support programme decisions.
  • Track and manage progress plans and budgets, contributing to accurate reporting to the Head of Digital Design & Delivery, utilising the relevant tooling (e.g Jira) to support across the digital leadership team.
  • Actively manage change and governance activity, working closely with other programme colleagues
  • Work with stakeholders across the ecosystem to ensure all digital interdependencies are jointly owned and managed between parties.
  • Help develop and utilise meaningful metrics and visualisations to measure progress and provide reassurance that the project remains on track
  • Assist in communication across internal and external project stakeholders, and 3rd party suppliers, ensuring consistency with broader programme or organisational messaging
  • Encourage collaboration and good communication within their team, dealing with conflict and helping to establish a positive team culture.

You will need to demonstrate the following skills and experience:

Essential Skills:

  • Has a good awareness of project/delivery management methodology in a digital environment, preferably with some exposure to supplier and financial management.
  • Has a good understanding of agile ways of working, particularly demonstrating an agile mindset, with demonstrable experience of having worked in an Agile digital/technology environment.
  • Has an awareness of the importance of planning and forecasting and the different ways to develop a plan.
  • Experience of collaborating with stakeholders and/or suppliers to resolve complex issues, managing conflicting dynamics.
  • Demonstrable facilitation skills with experience of tailoring messages to a range of audiences.
  • Regularly monitor your own and team’s work against milestones.
  • Experience of utilising Atlassian Jira to build plans, track and report progress on digital/technology delivery projects or programmes.

Desirable Skills:

  • Experience of working closely with external supplier and comfortable with tackling challenging situations with tact and sensitivity.
  • Experience of working in central government, delivering against Government Digital Service (GDS) Standards
  • A good understanding of issues within a large development programme
  • Helping construct and deliver messages across all stakeholders on a project, ensuring they are communicated with on a consistent basis.
  • Experience within the pensions industry and/or Department of Work and Pensions, Pensions Directorate

Hybrid working is a voluntary, noncontractual arrangement and your office will be your contractual place of work.
