Join us at the Money and Pensions Service (MaPS) as a Strategic Planning & Portfolio Manager. The responsibility of this role is to provide strategic planning leadership, ensure portfolio coherence, and establish a robust Design Authority function. Working directly with the Corporate Director, they will drive integration across programmes through establishing and maintaining robust governance and reporting frameworks to monitor, identify ongoing improvement and enable prioritisation. define strategic priorities and support the successful implementation of structural and cultural change whilst maintaining alignment with strategic goals. You will be joining at an exciting and important time as you’ll play a pivotal part of helping and forming this new directorate.

You’ll be part of a dynamic team dedicated to helping people across the UK improve their financial wellbeing.

Role Overview

In this role you will be responsible for the following;

  • Lead the development of an integrated strategic plan for the new directorate, ensuring alignment with the corporate objectives, transformation ambitions and service delivery outcomes
  • Supporting customer design, improvement and quality function
  • Translating the emerging operating model into detailed implementation plans, milestones and decision points
  • Coordinate planning across multiple teams and services to ensure clarity of scope, responsibilities, interdependencies, sequencing and business readiness
  • Monitor and report progress, identifying risks, issues and opportunities, and providing strategic recommendations to the Corporate Director.
  • Identify improvement opportunities, conduct reviews to establish and support solutions and continuous improvement
  • Lead and embed change management practice and tools into ‘strategy to delivery’ planning
  • Lead on defining and ensuring robust governance, including the design and implementation of a design authority function
  • Lead annual business planning, resource planning and budget profiling processes engaging across wider MaPS teams and directorates
  • Lead the Strategic Planning & Portfolio team, embedding a culture of inclusivity, personal growth and the MaPS values
  • Be part of the Design, Improvement & Quality leadership team contributing to
    • ○developing best ways of working across teams
    • ○supporting people to do their best

Skills and Experience Required

Essential:

You will need to demonstrate the following skills and experience;

  • Proven experience in strategic planning, portfolio management, transformation leadership or service design at a senior level
  • Proven expertise in leading and delivering large/complex programmes with customers at the centre including operating models or large-scale organsational change.
  • Strong and effective leadership, interpersonal and communication skills
  • Proven experience of solving problems in complex situations
  • Demonstrable experience of establishing and managing robust governance frameworks to maintain strategic alignment
  • Demonstrable knowledge and experience of planning, monitoring and controlling workstreams including budgeting and resource allocation procedures.
  • Strong understanding of design authority principles, service design practice and governance frameworks
  • Ability to analyse complex data, draw conclusions, produce reports and make recommendations to senior management in relation to programme delivery.
  • Ability to work at pace in a complex environment, driving progress in the face of a range of competing views and priorities and being calm and resilient in pressured situations.
  • Evidence of a proactive, results-driven and collaborative approach to change and delivery with a willingness to challenge the status quo and come up with new ideas and approaches to achieve the successful delivery of corporate objectives.
  • Strong political awareness and emotional intelligence

 Desirable:

  • Experience in local government, public services or large complex organisations
  • Qualification in programme/portfolio management (e.g MSP, MoP, Prince2, Agile)
  • Background in people-centred design, CX or process improvement

Flexible Working
At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per month. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
